Instrumental Use of Language in the Russian Federation and Kazakhstan.” Geoff Allen will present “Institutional Structures and Representation for ‘Stranded Minorities.'” Natashe Bennett will present “Who is a Citizen? Articulations of Citizenship among Marginalized Communities and the Implications for Access to Justice and Human Rights.”
